These meetings are open to the public for observation, except for an individual's private matters. Prior arrangements need to be made if you wish to present to one of the committees.

 

Municipal Office: Director General Richard Vaillancourt (819-689-2266). Regular Office hours are Monday to Friday, 8AM - 12 (noon) and 1PM - 4PM. Please note that the Municipal Office will be closed from December 24th to January 6th, inclusive.

 

Municipal Dump: Hours of operation are Monday and Wednesday, 10AM - 5PM and Saturday, 9AM - 5PM. Over the Holiday Season the Dump will be open on December 26th, 28th, 30th and January 2nd.

 

Administration Finance Committee: Chair - Gene O'Brien (819-689-2410), Andre Chartrand, Marc Deslauriers.

At this time our main priority is the 2010 budget. Our levy to the MRC Pontiac has increased by $57,560.00 to a total $288,292.00. The policing levy has been increased by $5,500.00 to a total of $ 178,620.00. Road grants from the province of $374,317.00 require that the Municipality spend an additional minimum of $192,828.00 to a minimum of $567,145.00. Waste management costs will also increase dramatically due to the hauling away of waste.

The 2010 budget will be adopted at a special council meeting on January 21 at 7pm.

Environment, Recycling & Waste Management Committee:   Chair - Andre Vaillancourt (819-689-5307), Andre Chartrand, Marc Deslauriers

As expected, we have received the final date for use of the landfill trench. As of March 31, 2010 the landfill trench will be permanently closed. The MRC has negotiated (on our behalf) a contract with Tom Orr Cartage of Shawville to haul all waste material to LaChute at a cost of $ 196.00 per ton. It is now more important than ever to recycle and compost in an effort to reduce costs. With all of the changes being imposed upon us in an effort to preserve our environment, now is the perfect time to develop some new, positive habits. Metal, tires, waste oil and paint products will continue to be accepted as in the past. We urge all residents to make an effort to dispose of unwanted items prior to the end of March.

We anticipate changes in the way septic tanks and systems will be managed in the coming year.

As of December 31, 2009 Richard Whelan will begin his well earned retirement. Our gratitude for his many years of dedication and selfless service to our Municipality is given without reservation. Thank You Mr. Whelan.

We are pleased to welcome Mike Fox as the new Municipal Inspector.

The duties of the Building Inspector are sometimes difficult as he often has to follow policies that are non-negotiable in the form which they are dictated by the Province. However, the vast majority of the time the building inspector can be a great asset to your building or renovation project. Mr. Fox is committed to assist and guide your new projects to assure their safety and compliance with all Municipal and other requirements. Thank you for your co-operation.

I will now be responsible for helping you plan and realize your dreams. Please do not hesitate to get in touch with me at the Municipal office. It is your responsibility to obtain the necessary building and authorization permits before starting any projects for new construction, renovations, septic, well or shoreline work. We will work together to preserve the natural resources, beauty and wildlife for the future generations.

Roads and Waterways Committee:   Chair - Roger Lavoie (819-689-5735), Andre Chartrand, Andre Vaillancourt,   Superintendent of Roads Allard.

With the onset of winter, our snowplow drivers are doing their best to keep the roads cleared and sanded. They start plowing early in the morning of snowstorms and they have a set route which they follow.   Your road may not be the first on the list to be cleared, but it will get done as part of the   route.   Please keep in mind that winter road conditions in our country can be hazardous and drivers are asked to adjust their speed and driving habits accordingly.

The maintenance and upgrading of roads will continue to be addressed by your Council.   Short-term and long range action plans and implementation schedules will be developed in accordance with budget allotments and grants from other levels of government.

All Municipal buildings will be reviewed in 2010.

 

Fire Committee: Chair - Andre Chartrand (819-689-2611), Andre Vaillancourt, Marc Deslauriers, Fire Chief Dayment.

This year the number of call-outs was down considerably.   We wish to thank our ratepayers for being vigilant.   By the time this letter is mailed out, 12 out of 20 firefighters will have received a course in extrication.   Hopefully we won't have to use it, but if necessary the Department will be ready.   During the summer we held a fishing derby as a fund raiser. We plan to make it an annual event.   Thank you to Matt Boisclair and Derek Tackney for taking charge of this event.   At our Christmas dinner, Corey Spence and Matt Boisclair were recognized for their hard work and dedication.   The Department is also having a New Years Eve dance in St. Joseph . Tickets are limited and are available from the firemen.

Water and Sewer Committee:   Chair - Marc Deslauriers (819-689-5785), Gene O'Brien, Andre Vaillancourt.

The major focus at this time is to complete the financing of the Water Project in Chapeau.   Training of additional staff to test the drinking water will be needed in 2010. Extensive repairs have taken place at the Sewage Treatment Plant in the village. As well, an alarm system has been installed at the Sewage Pumping Station.

 

Tourism Committee and Special Events: Chair Gene O'Brien (819-689-2410), Andre Chartrand, Pat Tallon. .

 

Communications Committee: Chair - Pat Tallon (819-689-2676), Gene O'Brien, Roger Lavoie.

 

This new committee has been established to enhance communication with ratepayers and residents. Our first focus is the Municipal Newsletter. We will also be setting up a system of receiving, recording and responding to ratepayer communications (ie. compliments, complaints, concerns, requests, etc.). More information will follow.
